Steering (and brakes) have priority. Wondering if your flow from the pump is getting short, or the priority valve has an issue. “H” series is older than I am familiar with on Deere loaders. Check hose from the tank to the pump for being pinched or collapsing. Plugged vent on Hyd tank could cause the pump to starve also.
