In an unheated small room in a corner of my basement. In total darkness. Its just a little cooler than the rest of the basement. Maybe in the 50s. Usually don't have to desprout any before March. By July when the new ones are ready to use I usually have a few old leathery potatoes left in the bin. Still usable but once I start on the new ones I might as well empty the bin. Between me and the cats we go through probably 20 pails a year.
