After setting that long it's almost guaranteed the plungers are stuck. One stuck in shutoff position will hold all of them. Does the pump have a plate on the side? Take the plate off & you can see the rack & bottom of the plungers,pry them back & forth with a screwdriver & they might free up...some Yanmars had a plate that accessed the governor linkage, same process... Post a pic...
ATF-(non-NAT approved) or some fancy NAT-approved juice will help free things up.
