The long storage, fuel out of two out of three injection pumps, sounds like the one plunger is stuck. You could try some snake oil mixed with diesel half and half pumped through the injection pump and spin the engine over every time you walk by it and it might loosen up that plunger in a day or week or year. Or you could figure out how to remove the delivery valve and tap the plunger down, CAREFUL not to mess with the timing, I don't know how timing is set on those, sometimes you can and sometimes you can't access from the top without messing with timing.

You can confirm the plunger is stuck because the rack won't move, it won't have the tension and movement in the "throttle" that it did before it stuck, but that's hard to judge from five years ago if you never paid attention at the time. Light pressure on the rack or flicking the throttle back and forth is worth a try, but don't put any more than light taps on the rack, if the plunger is stuck solid it will have to be tapped down from the top.
