A bit of lathe work. 8 bolts around the circle? Small pilot to center a piece of steel on. I think a belt pulley ran about 1100 rpm. Been a long time since I messed with those. Might be easier to drive a hydraulic pump to make about 15 gallons per minute and a hydraulic motor. Depends on what you have on the shelf?
