we did not run out of water when wind quit but and I remember father pumping some water by hand with a handle that was on the bottom of the windmill.

I would think he was happy when wind came up again.

I also remember the over flow running water from top of tank before someone shut off pump.
After having to pump by hand I expect they liked to keep the tank full as much as possible in preparation for a calm period
