NW Washington
The Rural Electrification Act was part of Franklin Roosevelt's New Deal during the Depression in the 1930s. We all called the electric company the REA when I was young. I also remember an aunt who lived in a house with no electricity. Kerosene lamps and a hand-powered pump in the basement for the indoor plumbing. And the privy out back. Fun times.
