Civilizations trying to better themselves and move forward will use existing tech to build things that are better and will render the old ways obsolete.
Kinda like the railroads here in the late 19th and early 20th centuries. They used horses fueled by oats to raise the grades and haul the logs for the cross ties that the rails rode on. It's commonly called progress.
