Crop Insurance?

All US Govt controlled and scrutinized. Why the need for yet a 3rd set of numbers?
Do you think respondents report factual numbers? I think there is a big $500 fine for false reporting. Probably never investigated unless someone commits crop ins fraud. Suddenly lots of US Govt supplied numbers appear for the accused.
