Wisconsin | Just like tires, everybody pays along the way to get rid of them, and they do produce energy in the end, but not nearly enough to pay for the cost of burning them.
edit: I had power plants on my mind, but they're interchangeable, cement kilns or coal/refuse boilers both dispose of some waste, but don't pay for it, or don't pay the full cost of prep.
