And it looks like the guy that was on the inside used his finger and smoothed out the sealant that squeezed up inside the bin when they tightened the nuts. Doesn't look like any kind of disaster to me.
IMO, the first picture by his finger is absolutely caulk.
But the simple way check it for sure is at night with 2 people and a flashlight.
If light shines through, I'd raise heck. It will absolutely be a problem in the future.
