I worked on a bin crew in the past.

With every new bin I have ever seen, there was a box of sealant (rolled up in coils).
Every vertical joint got sealant, and every horizontal joint got sealant at least a foot, and usually more like 18 inches from the seam.

IMO, you have a workmanship problem with that bin. They will probably try to fix it by running a bead of caulking in the gap, but it won't be nearly as good as the bead of sealant applied before the sheets are bolted together, and then squeezed by the bolts.
