Should get it done for right around $250 and you can borrow it from FSA cheap.   Then you’ll be set for the next 40 years instead of stuck with 30-40 year old little bins.    

Moving 15 bins isn’t going to be free.

BTDT       I had an existing 7000 bu bin lifted off of an old pad, tore it out and poured a new pad, reset bin on new pad with new floor and unloader, used the same electric service; breaker panel and everything.

Cost way too much/bushel to mess with old small bins, I should have built a bigger new bin instead.      Also, filling big bins is much more efficient use of time during harvest.
