I don't think it was mentioned how much interference it is between the power lines and the bin....is it 2 feet or 15 feet? Makes a difference for suggestions.
Lift the wires, lift the wires and power poles. Dig out and lower the ground below the power lines, etc..... I would avoid crane, especially if you don't need it at either end of the process. Talk to the power company if needed.
