Need a little longer time frame than a few years. Need to go to at least the previous year so that both experienced at least one more incident of lowered production.
Edit. Would be similar to looking at US corn yields in 2013 and saying the US experiences somewhat poor corn crops 30-40% after back to back and arguably 3 in a row with 10-12 crops years.
