Small banks with limited capital can still make large loans but they need have a network of other small adequately capitalized banks who are interested in participating in those loans and vice versa!  Doing so is a great way for a bank to keep servicing local businesses and diversify.  Yes, there are challenges with it and you better have a lot of trust in the other lenders in the group but it is a way to stay competitive.
