The V belt reduction will work, just make sure that the flywheel side of the engine (pull start side) faces the implement, and that will get the direction correct. Like the first picture on that page I linked. A tractor PTO spins clockwise when you're standing behind the tractor, look at the pull start and you'll see which way the engine spins.
What I meant about the PTO is: setup the engine to drive a little splined PTO stub shaft and connect the spinner with a PTO shaft. Then you could swap out the spreader for a sprayer or a different implement. Makes the cart multi purpose.
