Probably all went to Ukraine. ERP2 was a joke, more people qualified for PARP which will likely get nothing, they funded the wrong program. The left over should have been applied to the rest of ERP1, or to help fund PARP. What good does it do to have these disaster programs if they don't even pay enough to help at all.
