southern mn | Seems similar to phase 1 and 2 except payment amounts. Phase one average payout was 23,000 while phase two average was 80,000. If they were trying to create a program to get the most money to the least people they succeeded with phase 2. They had a half billion left over from phase 2. Where did that go?
