I like maine farmers approach best. Lots of things are nice to have.. but how much money do you really have to spend? And how much wrenching do you do? If it's mostly oil changes and regular maintenance no major projects you don't need a fancy shop, some place to get out of the weather. Concrete floor id consider a must.
