I have always taken Maines approach. Doing everything first class is nice but does not always make economic sense. Sometimes making first step is most important. I guess my end game is to own land not facilities but working on equipment in the rain or snow bank may be hard to be ready to go on time.If you don’t have a shop, a shell with a dirt floor is a big step. House wrap is cheap.( gives you something to put foam insulation on later) Build it so rafters can support a ceiling eventually. If it is eventually going to be a shop than sure nice to get ceiling steel up so you can put up lights and overhead door but just a thought, not nessary. Your estimated costs at least here would be low, 7$ a sq ft on concrete would be low here as concrete and labor have went up more than anything the last year. Doors have also went up dramatically. But we are dealing with a lot more cold up here, frost foundations under doors etc. Materials have actually went down but labor has went up.
