If it was a wood framed storage shed, that "might" become a shop; I would add housewrap, to the vertical walls, BEFORE sheetmetal was screwed to the exterior walls.

The interior insulation and vapor barrier could be added later, to walls. {I assuming a person would use a ceiling, for a shop, attached to bottom wood trusses, that could all be done later, also.}

Negative.
House wrap is built like GoreTex. It allows moisture to travel through to the outside. This would trap moisture on the back side of the steel. That area needs to breathe.
Just use a moisture barrier on the heated side (inside) of the insulation when, and if, he installs insulation.
