Looks sorta like a NEMA 5-20 R. So 20 A @ 125V or 2500 Watts max. If it's 50 degrees out or so, you might get 2 Kwh or about 7 miles of range for every hour plugged in. If it's below freezing, most of the output will be used for heating the battery and very little used for charging. Looks like a feel good situation to me. The upside for the facility owner is that it's only going to cost about 30 cents / hour and might be worth more than that as advertising.
