Ohio | It can be, I did a 16" to 18" years ago.
Do it by redrilling the 4 holes that mount the plow bottom to the frame 4 inches forward on each bottom, like leave 1st bottom alone, move 2nd bottom 4 inches forward, 3rd bottom 8 inches forward, 4th bottom12 inches forward, and so on to make a 16" width cut. May have to move the pull frame tube forward or back to in between bottoms as needed and the tail wheel forward on the main frame.
Warning! This was a lot of work drilling holes, moving bottoms, etc. I don't think you will gain any smother ground with 16" vs 18" and 16" will plug a lot more with the 4" less clearance per bottom.
