Changing crop insurance to help beginning farmers

Yields stay with a farm.

If a farm has a 100 bpa APH, I would make the case that it matters not who the operator is...it's soil and weather.

So no matter who farms it, yield gets logged in crop insurance, next guy that rents it gets those yields.

But the bankers and insurance agents don't have the sack to back that change.
