Not necessarily town and rural folks are disconnected.
It is folks that have jobs where physical things happen and folks that are involved in more administrative jobs.
I have noticed even an employee that should realize the costs often do not associate them with an activity.
I.E a dispatcher that did not think it cost anything to run equipment.
