Overlaying asphalt over concrete is an expensive temp repair in my book. The state did just that on a concrete highway near where I live. This highway has heavy truck traffic to and from an ethanol plant in a nearby town and a warehouse in another town. The asphalt was smooth as glass for a couple years but now it is so rough I feel sorry for the trucks that need to use it.
