Penetrating oil, air hammer, needle scaler, pry bars have worked for me but can take days. Although the first wheel normally came off easy it was the spacer that cause the issue. Soaking and rattling the rust and worst case using a chisel/air hammer to split things apart worked. After that lots of scaling rust off and never seize when it goes back together.
