North Central US | In the Northern Plains, as in "it hasn't ran since the 1970s and its been in the shelter belt since, but when we parked it it was fine and no one stole anything important off of it since then" type of cheap equipment.
We have a project that renting a machine to move dirt would cost about the same as buying an old cable dozer or something similar, in the "shelterbelt" condition, if they wouldn't sell 30 seconds after they are listed or whoever lists them wouldn't find the world's most price competitive scrap iron guy.
Backhoe, grader, dozer, scraper, excavator, payloader, I'd be a bit leary on a cable shovel but I guess it'd work, just something originally designed to move dirt, not just a standard loader tractor or something like that.
