When it involves national security. It is my understanding and I could be wrong that reserve is for national emergencies. That is why they call it a reserve. It is not meant to control prices but realize it has some in the past. I think the degree in which it was brought down it what is scariest to me and fact that it was our reserves and sold to highest bidder ( proven some went to China) and than kind of a disregard for trying to bring levels back into a normal range. At any rate Biden’s policy’s , all of his energy policy has not been kind to petroleum. His cabinet is probably most poorly picked on their actual knowledge of the area they are supposed to be over as any admin in recent history.
