Why reclaim the land? Why not replace the panels with better more efficient panels after 20 years?

Everything breaks and/or wears out. Sherco Unit three in Becker, MN which was commissioned in 1987, had a catastrophic failure in 2013 on startup after a turbine upgrade was completed. The generator was down again for over two years for repairs at a cost of over $200 million just for the startup failure repair.

The average coal plant is unavailable to supply power about 15% of the time due to scheduled maintenance outages and breakdowns. Nuclear plants and gas plants are unavailable about 9% and 5% percent of the time.
