I drive the San Juans highways for 50 years. Never had to chain up, ever. That being said, you will probably see a 500 year storm. Ladder chains are the best. Keep good tension. If you've never installed chains, have somebody who is experienced show you. Easier to do a dry run, than trying to figure it out in the cold, dark night, in a snow storm.
