I article shows the steps Ukraine takes to eliminate corruption, and what they are doing to prosecute those that may have tried to steal things. I can tell you for a fact that the standards Ukraine is put in place are much more stringent than what was seen in my experience.

How can you “tell us for a fact” are you currently in the Ukraine with a US aid checkbook handing checks to equipment manufacturers and fertilizer dealers? Or what was your past experience?

read the article the agencies that are there are telling you that they are able to track the goods. I have already posted my experience's with the Military when I was in service, not going to go through it again.
