You can't assume exactly what quality differences there are just by test weight. Depends on why it is high or low. Drought stricken wheat that finishes without dieing can have very small dense kernals that have high test weight and high protein but have a poor yield per acre. Wheat that has everything it needs including a long fill period can have large kernals with high test weight and high yield, but likely low protein.
