As long as you’re not running a 60’ planter over just 250 acres row clutches will pay quick if you have terraces and risers and odd shaped fields.
I’d do the lime and clutches asap. They are both worth financing to get em done asap and will provide direct payback.

I’m a YUGE proponent of tile, but don’t know your area/soils. My personal plan when my father retires and am able to add more “long term family ground” is to get a plan together to completely pattern tile it all and then piece work it all myself over the years starting with the worst parts first (which there really aren’t many worst spots for me luckily as we believe in draining the low ground but dad isn’t a huge proponent of complete pattern tiling everything)
If you have the capabilities and the work to justify it, maybe consider getting your own pull type tile plow. That’d payback huge for you. Having access to one has opened up so many opportunities for us to run one run here or two runs there to drain spots on rental farms that a contractor would never show up to do such a small job
