So far, in the USA, the Tesla stations were all funded by Tesla. Some government money is available to Tesla but unless the chargers they install have the magic dock and a screen to see how much juice is being dispensed, and a card reader, they don't qualify for fed funding. Musk told the feds to pound sand on that proposal so until specs change, I don't expect to see govt. funded DC fast chargers from Tesla. I believe there are some Tesla chargers in other countries that are government funded. Tesla chargers cost much less to install and are more reliable than the competition's. There is another network of DC fast chargers that was quasi-funded by the government. VW had to pay a massive fine for cheat devices on their diesels. Part of the settlement was used to fund the Electrify America DC chargers that you may see in parts of the US. Statistics say they work about 65% of the time and they only have the old CCS type ends. A good analogy is trying to plug in a Pioneer hydraulic end  into a 50s era IHC tractor, or a JD of that vintage. To use the EA charger on a Tesla, you need a $250 adapter.
The current version of the Tesla DC fast chargers come as a pre-assembled 4-pack of charger pedestals. They are assembled and wired on a pre-cast foundation that is transported from the factory in New York to their destination where they are off-loaded by a crane and only need to be hooked up to a utility supplied transformer and meter box. They are much cheaper than anything the competition has and much simpler to install. 99.86% uptime speaks to their quality.
Locations for the new installs is determined by Tesla analysts that look at usage patterns and traffic. A few of the sites are picked by Tesla owners who vote on good places for a new charger. MT recently got one through that process. I see that Tesla has invited proposals for charger siting from property owners who currently have gas stations and convenience stores on their premises. Tesla does not pay rent for the property used and they don't share revenue but they do cover all install costs and maintenance. Town Pump / Pilot station, convenience store, casino in East Billings just opened a new 12 pedestal charger there.
