 IMO it should depend what the reason is behind the lower test weight. In some case's lower test weight does not mean lower quality. One example of that would be where the kernel weight would be high, in the shape of large flats, but because of there shape not as many can pack into a test weight cup. 
 I have run some tests and found that to be true.
