They do...

By definition you are selling them less grain for the same price when you bring in above grade test weight. Hence the reason they test for test weight.

The dockage the OP was talking about was dock above and beyond they normal dock you take for brining in grain below standard test weight. Essentially at that low of a level you are taking the weight dock of being below grade and the dockage the elevator adds on top of it!
