If in doubt terminate the cover early and plant ASAP.
In your case probably just need some extra roots to hold the soil in place, and if early enough some oats might get a little extra cover but would winterkill once it gets really cold and won't be soaking up moisture in the spring. Flip side is if they make a nice cover on the ground they can keep it wetter also especially if it is wet next spring.
