He's being sarcastic, moisture was lacking so a very bad year to plant into cover crops, nothing to do with " bad management" of them, but part of SW WI is as dry as 12 or 88, and he's close to it.

I can't believe Whitewater will be hurting for moisture most springs, the rye firming the ground up will help in a normal year.
