The people pushing all of the nonsense do not care about the financial side of anything. If it doesn't work financially but they deem it to be needed to save us from ourselves, it just needs a bigger subsidy.
Govt has plenty of money to subsidize everything, if govt starts to run low on funds, they just make more. Very simple and it works great
