Depends on how far along the seed heads are in development . If plant is still green and seed head has fully developed seed or very nearly mature seed , those seed will be viable. If flower of the seed-head is just in early blossom, perhaps the chemical can arrest growth of the plant enough that seed formation is interrupted and they will not mature and be viable. 2-4-D is a growth stimulant. Plant grows its self to death and is a rather slow kill on some species. It might be possible that pollinated blossoms of the weed could continue to develop enough during the growth stimulated phase before plant production of nutrition to the seed head is stopped, that some seed could develop enough to become viable. Not like Paraquat that desiccates stuff very quickly which would near immediately stop seed formation. If you are spraying weeds with seed that could be shattered out of the seed head, you are wasting your time and chemical.
