Basal spray with a mix of 15-25% Remedy in diesel fuel, anytime of the year. Locust you can get by with the lower rate but more rough barked trees need the higher IMO. Minimizes sprouting too and works regardless of tree size.
Someone above said Milestone and yeah it works good on locusts for sure.
