Reading thru your post, I got the impression you/ your wife is planting annual flowers where you are using wood chips.  I think that is not a good idea.  Google kinda confirms that you shouldn't plant vegetables and flowers where using wood chips.  Wood chips is good for mulching around trees and perennials.  Vegetables and flowers..... not so much.

Someone else may have a different idea, but I would change that first.
