Yes. Yield loss occurs before visual symptoms are present.
Privately funded cover crop research suggests that some herbicides can cause 3-5% yield loss at labeled rates. They were trying to give cover crops credit for the yield gains on reduced herbicide/cover crop plots, but the reduced herbicide/no cover was showing higher yields too compared to full herbicide rates, even with a small increase in weed pressure.
