The weight of the kernel doesn't change at all. Its a mechanical action that causes test weight loss. A bushel of wheat isn't 60 lbs, it is 1.244 cubic ft.

In the case of wheat, 60 lbs of USDA grade #1 Hard Red Winter wheat takes up the full 1.244 cb/ft.

When it rains the endosperm inside the wheat puffs up. This causes the outer layer of the kennel (the Bran) to forcibly expand as well. Once the sun comes out the endosperm will dry out and shrink back down. However, the Bran cannot shrink. This causes the outer edges (Bran) of the kernel to wrinkle on a tiny level. Once that seed has wrinkled is does not flow as well. When kernels do not flow as well they do not pack as tight. For this reason you cannot fit as much weight in a bushel (1.244 cb/ft). Hence the test weight is less.
