And 20 ton of 64% moisture silage is only 7.2 tons of DM.

Where did the cob & stalk weight go?     

Assuming that some loads of silage have been weighed, the most likely answer is that its not 259 bu corn.     Silage appraisals are often pretty pie in the sky type of numbers that don't come true if a check strip is taken to grain harvest.
