They have ever bit of data they need to have accurate reports. Yield in Feb of the next year and acres in July. They chose not to use that data so they can mess with the numbers.
Or.... so they can continue to pay more people to collect and analyze data verses using the data that is already readily available. Which would require less employees and paperwork. Pretty typical for government operations. :-( |
