For the freeze to do much to reduce compaction, there has to be close to saturated soil, after all it's the water that freezes and expands, dry soil is already a solid right. Frost depth is extremely variable, a cold windy winter and the frost could go 8' deep in an exposed spot with a soil perfect for freezing. Usually there's snow for it to get terribly cold, so the frost doesn't go that deep, or if there's no snow for most of the winter then it won't get terribly cold but the frost will be deeper than with snow.

If the soil is not saturated, water can still move through the soil and form an ice layer, that will massively loosen the soil as it's thawing because there will be so much water coming out of the thawed soil above the frozen layer underneath. I can't say how much that loosens the soil for plant growth if it's not disturbed though. It definitely causes massive damage to roads that have to be driven over when soft.
