I drill my cover crops with a CaseIH 5400 and most of the time go right into my sweet corn stalks.   I used to disk the stalks prior to drilling, but found that isn't necessary, only if the pickers make a mess, (muddy).   The pickers cut the stalks fairly short, ~ a foot, and I have no problems with plugging or pulling up the root balls.
